  • June 7, 2010: In Memoriam for IL Healthy Workplace Bill Sponsor
    Illinois House Rep. Eddie Washington (D-60-Waukegan) died suddenly on Friday June 4 at age 56 of a heart attack. He is survived by seven children and his wife, Flor. Read local news coverage. Mr. Washington picked up sponsorship of HB 374 when Art Turner, the original House sponsor, stepped away. Sen. Delgado carried the bill in the Senate and it was amended dramatically. After the bill passed the Senate on March 18, 2010, Eddie Washington fought hard inside the House Labor Committee to have the bill retain its integrity. We looked forward to his strong, principled support in 2011. There will be other sponsors to take his place, but no one will replace him as husband, father, mentor, and friend. He will be missed. All of us at WBI extend our condolences to the Washington family.
  • April 21: SB 3566 Bill Hearing, 2 pm (CST), Room 118, State Capitol, Springfield. House Labor Committee. Contact the members of the committee to urge a positive vote. In 2009, the original version of this bill (HB 374) passed this same committee.
  • Rep. Lou Lang has added his name to SB 3566 as co-sponsor.
  • House Rep. Eddie Washington is now the sponsor of HB 374, taking over from original sponsor Art Turner.
  • SB 3566 passed the Senate by a vote of 35 to 17 on March 18, 2010. The bill is now referred to the House Rules Committee.
  • An amendment (Senate Floor Amendment 2) was added before the vote.
  • SB 3566 passed the Senate Labor committee by a vote of 6 to 2 (Sen. Forby, Chair only voted "present") on March 3.
    The committee has 7 Democrats and 4 Republicans.

  • Lobbyists for the Illinois Family Institute (Ralph Rivera also represents Pro-Life Action League) and Concerned Christian Americans (Rev. Vanden Bosch) (both groups were original opponents of the Healthy Workplace Bill when it was HB 374) convinced lawmakers that they had the right to amend our bill to exempt individuals expressing their "religious voice" from being accused of bullying. In fact, these extremists are anti-gay and have stated on the CCA website:"Many of the 'Bullying Programs' are actually being used to promote and protect homosexuality in the workplace." Write to Sen. Delgado telling him to tell these hate-mongerers to keep their hands off our legislation designed to provide dignity for EVERYONE!!
  • Illinois Senate companion bill was introduced as SB 3566 on February 10th, sponsored by Sen. William Delgado.
  • The Illinois Association of School Administrators opposed HB 374 in 2009.

Bill History

2009

HB 374 passed the Labor Commitee (15-7) but a House floor vote was not taken. House Joint Resolution (HJR) 40. To address bullying at non-public-sector employers, Rep. Turner authored House Joint Resolution HJR 40 which creates the Illinois Task Force on Workplace Bullying to study workplace bullying in the private sector and the impacts of that conduct and shall submit a report to the General Assembly by December 1, 2010. Members of the Task Force will be state lawmakers.

The Bill was co-sponsored by Rep. Lou Lang D-16th District, Rep. Greg Harris D-13th District and Rep. Eddie Washington D-60th District.

HJR 40 passed the Labor Committee (22-0) on 4/29/09 and was Adopted by House floor vote (114-0) on April 30, 2009! The resolution creates the Task Force on Workplace Bullying.
